Katy ISD families could see new school attendance boundaries for the 2027-2028 school year under a proposal the Board of Trustees will discuss Monday, Oct. 19, at its work study meeting.

The posted agenda lists 12 discussion items, including an attendance boundary modification. The agenda does not specify which campuses would be affected or how many students would move.

The board will also consider a contract for security fencing at multiple secondary school campuses and life safety system upgrades at Exley Elementary School. A separate consent item asks trustees to approve a resolution declaring a "good cause exception" for the armed security officer requirement.

Mayde Creek Elementary improvement plan

A public hearing on a Targeted Improvement Plan for Mayde Creek Elementary opens the substantive portion of the meeting. The board will hear a presentation on the plan and then take public input. Under Texas accountability rules, a Targeted Improvement Plan is required when a campus falls short of state performance standards.

The session also includes a presentation on a Strategic School Improvement Framework described as "a leadership framework for accelerating student achievement." Trustees will consider approving strategic staffing, stipends and incentives tied to that framework.

Construction, budgets and a new school name

Several facilities items round out the agenda. Trustees will weigh a contract amendment with Drymalla Construction Company for Junior High School #19 and contracts for re-roofing and building envelope work at Rhoads, Franz and Rylander elementary schools. Synthetic turf replacements and track improvements at various district facilities are also up for approval.

The board will discuss October 2026 budget amendments, new transportation radios for all buses and dispatch centers, an interlocal agreement with the City of Katy for training purposes, and the Emergent Bilingual enrollment and 2026-2027 bilingual exception/ESL waiver application.

One item looks further ahead: the superintendent may get approval to form a naming advisory committee for Elementary #49, the district's next new campus.

Vacancy and tax rate context

The board continues to operate with a vacancy after trustee Rebecca Fox departed Oct. 12. The seat remains open. Board President Lance Redmon said at an Aug. 17 work study meeting that no member had moved to appoint a replacement, Community Impact reported.

"Essentially, it'll be open until our public votes to replace that position," Redmon said at that August meeting.

A May 2027 election for board positions 6 and 7 is expected to fill the seat.

A taxpayer impact statement attached to the agenda shows the proposed 2026 tax rate holds steady at $1.1171 per $100 of assessed value. The estimated annual tax bill on the district-wide median-valued homestead would be $2,900.68, up about $55 from the prior year.
