A 148,000-square-foot Target opened Sunday, Oct. 11, at Texas Heritage Marketplace in west Katy, marking the first major retail anchor at the $400 million development.

The store at 29355 Katy Freeway brought about 200 jobs to the area and features an expanded grocery department, CVS Pharmacy, Starbucks Café and Target Optical, according to My Neighborhood News. Covered drive-up lanes and electric vehicle charging stations are also on-site. The store is open daily from 8 a.m. to 11 p.m.

Target joins Lowe's, which opened a 95,000-square-foot store with a 30,000-square-foot garden center on Sept. 4, and a Whataburger that also opened in September, Covering Katy reported. Chase Bank has been preparing to open a branch.

Houston-based NewQuest Properties, the developer, expects many of the remaining businesses to open during the first four months of 2027.

Sam's Club, Academy among retailers under construction

Sam's Club is building a 168,000-square-foot warehouse store. Earlier schedules pointed to January 2027, but NewQuest's more recent leasing information projects a March 2027 opening, according to Covering Katy.

Other retailers under construction or preparing spaces include Academy Sports + Outdoors (51,000 square feet), Burlington (22,000 square feet), Ulta Beauty (10,000 square feet), Spec's (16,800 square feet) and EoS Fitness (40,000 square feet). NewQuest expects to deliver several of those retail buildings during the first quarter of 2027, with store openings to follow as tenants finish interiors.

Additional announced businesses include Bath & Body Works, James Avery, Mattress Firm, America's Best Contacts & Eyeglasses, PNC Bank and Blast Off Carwash. Opening dates have not been confirmed.

Restaurants on the way

Announced dining options include Texas Roadhouse, Olive Garden, Cheddar's Scratch Kitchen, Escalante's, Tony C's Pizza & Beer Garden, CAVA, Jersey Mike's, The Kebab Shop, Dave's Hot Chicken, Biscuit Belly, Aji Izakaya, JoJo Chinese Restaurant and Kilwins. Chili's, Potbelly and Chick-fil-A have been mentioned in connection with potential leases but are not confirmed tenants.

Heritage Grove and medical services

NewQuest plans a nearly five-acre gathering area called Heritage Grove, centered around a mature oak tree preserved and relocated during construction of Texas Heritage Parkway. The space will include about 35,000 square feet of restaurants and commercial space.

Houston Methodist broke ground Wednesday, Oct. 7, on a $10 million, 11,150-square-foot emergency care center at 29133 Katy Freeway, according to My Neighborhood News. The 24-hour facility will have 10 exam rooms and is expected to open in summer 2027. Carl Little, CEO of Houston Methodist West Hospital and senior vice president at Houston Methodist, said at the groundbreaking that "in an emergency, seconds matter."

A combined City of Katy fire station and police substation is also planned at the development.

$3 million in annual sales tax

The 165-acre development sits in Waller County outside Katy's city limits but within the city's extraterritorial jurisdiction. Katy City Administrator Byron Hebert called the project a potential "monster sales tax driver" when it broke ground in early 2025, saying the city expects about $3 million in annual sales tax revenue from the property, according to a Katy Economic Development Council report.

NewQuest President and Chief Development Officer Austin Alvis said in January 2025 that the developer had invested nearly a decade in the project. At that time, NewQuest reported the surrounding trade area had about 147,000 residents and an average household income of about $162,886.

NewQuest projects the completed center could attract more than 9 million customer visits per year.
