Fulshear could get its own animal adoption center under a $37.74 million shelter plan Fort Bend County commissioners reviewed Thursday, Sept. 24.

The proposed satellite facility would span 10,128 square feet and house 30 dogs and 22 cats, with space for future expansion, Alan Escoto, a project manager at Shelter Planners of America, told commissioners during the presentation, as first reported by Community Impact.

The satellite is part of a larger project anchored by a 42,375-square-foot main shelter in Rosenberg off Cottonwood School Road. That facility would house 170 dogs, 74 cats and six other animals, along with a medical clinic, laundry room and animal kitchen.

Both sites would be air-conditioned. The current county shelter at 1210 Blume Road in Rosenberg lacks air conditioning, and both new locations would also include exercise yards.

How it would be paid for

A Sept. 14 letter from Sustainability Partners to County Judge Daniel Wong, included in the meeting's agenda documents, pegged the preliminary budget at approximately $37.74 million. The letter called the figure a planning estimate, not a guaranteed maximum price, because design work has not yet started.

The proposed financing would use tax-exempt leases: roughly $33 million for the shelter facility over 20 or 25 years and about $5 million for equipment and mechanical systems over 10 or 15 years.

Project history

Commissioners approved a $54,000 agreement with Shelter Planners of America on July 8, 2025, to begin designing the project. At the time, county officials described the existing shelter as critically overcrowded, operating at 200% to 250% above its designed capacity, Community Impact reported.

The shelter held 258 animals in May 2025; it was designed to house 90 dogs.

County officials are considering keeping one of three buildings at the current Blume Road facility as a place for animals needing immediate help. The remaining two buildings could be repurposed for other county needs.

No specific Fulshear site has been announced for the satellite center. County staff will continue finalizing the budget and financing before bringing the project back to commissioners for a vote.
