Fulshear's economic development team will start visiting 20 to 30 local employers a year under a retention program that launched Tuesday, Sept. 1.
The Business Retention and Expansion Program, announced by the City of Fulshear, sends staff on two to three visits per month with retailers, restaurants, service businesses and major employers. The goal is to hear directly from owners about what they need to stay and grow.
Visit topics include workforce needs, infrastructure concerns, expansion plans and grant assistance.
"The businesses that have already chosen to invest in Fulshear are a critical part of our community and our continued economic success," Blake Koepke, president of the Fulshear Development Corporation, said in the city's announcement.
Annel Guadalupe, Fulshear's economic development director, said the program formalizes communication between the city and its business community so owners know the city is ready to support them.
The program arrives as Fulshear's construction boom cools.
City Manager Zach Goodlander told council in August that building inspectors once handled 200 inspections a day; the current average is 60 to 70, ABC 13 reported.
New taxable property added to the city's rolls dropped to roughly $180.2 million this year, down from about $375 million the prior year, according to Covering Katy. Finance Director Angela Alvarado told council the city is approaching a maturation point and that new growth will significantly slow in the coming years.
The visit program is the latest in a string of business-focused moves by Fulshear. The city council adopted an economic development incentive policy at its April 15, 2025, meeting, outlining eligibility criteria and an application process for businesses seeking city incentives.
Council then approved a small business grant program at its Dec. 16, 2025, meeting, according to council minutes.
Koepke said the new program gives the city a chance to be more intentional about understanding challenges local businesses face and connecting them with resources.
