Fulshear's sales tax revenue grew about 25% in two years, from roughly $3.6 million in 2023 to nearly $4.5 million in 2025. The figures come from city budget documents reported by Covering Katy News.
The growth comes as the city works to shift more of its revenue base toward commercial activity and away from residential property taxes. Fulshear City Council voted 5-2 on Sept. 1 to raise the property tax rate 13.49%, to $0.190549 per $100 of taxable value, after new taxable property additions dropped from about $375 million to $180.2 million year over year.
Economic Development Director Annel Guadalupe said the new Business Retention and Expansion Program, launched in September, is part of that broader strategy. Economic development staff plan to make 20 to 30 visits with local businesses each year to discuss workforce needs, infrastructure, expansion plans and grant opportunities.
The program targets all sizes. Visits will include major employers along with retailers, restaurants and service businesses.
Guadalupe said the formalized program will keep communication open so business owners know the city is available to support them.
The city is also offering direct financial help through its Small Business Grant Program, administered by the City of Fulshear Development Corporation. The program reimburses eligible businesses for up to 50% of qualifying project costs, with individual grants capped at $10,000, according to Covering Katy's review of city documents. The city has set aside $50,000 in total funding for the program.
Fulshear Development Corporation President Blake Koepke said the program gives the city a way to learn what local businesses need and connect them with help.
Guadalupe told Community Impact Newspaper on Sept. 10 that early success would be measured by engagement. "We want business owners to know who to contact, feel comfortable sharing their needs and challenges and see the EDC as a resource and partner," she said.
