Fulshear's economic development board will consider approving a contract with an Austin consulting firm to develop a citywide economic development strategic plan.
The City of Fulshear Development Corporation, the city's Type A economic development sales tax corporation, meets at 6 p.m. Monday, Sept. 14, at the Fulshear Municipal Complex, 6611 W. Cross Creek Bend Lane. The board will take up a proposal from TIP Strategies Inc. to administer the plan, according to the meeting agenda.
The contract amount and scope of work were not listed in the posted agenda materials. The city has indicated on social media that TIP Strategies is already working on the plan, though it is unclear whether the Sept. 14 vote would formally approve a contract for work already underway or launch a new engagement.
TIP Strategies is a consulting firm established in 1995 that specializes in economic development planning. The firm has completed more than 600 engagements across 44 states, according to its website. It prepared a similar five-year strategic plan for the Development Corporation of Richmond in 2024.
The proposal comes as Fulshear continues to boom. The city ranked as the nation's second-fastest-growing among suburbs and mid-sized cities for the third straight year, adding nearly 11,200 residents to reach a population of about 65,000, according to U.S. Census Bureau estimates reported by Axios in May.
Sales tax revenues running ahead of budget
The board will also review a financial report showing sales tax collections are outpacing projections. Revenue received in August, reflecting June sales, totaled $250,692, up 16.42% from the same period a year earlier, according to the meeting packet. Through seven of 12 months in fiscal year 2026, the corporation has collected about $1.78 million in sales tax revenue, or 77.29% of its $2.3 million annual budget.
Capital project updates
The agenda includes updates on three capital improvement projects: Harris Street infrastructure, Downtown Eastside Drainage and the Katy-Fulshear Lift Station.
The lift station project is funded by the Fulshear Development Corporation, the city's separate Type B board, which committed up to $600,000 for the expansion in fiscal year 2026. It appears on the Type A board's agenda as an informational update.
The expansion, approved for design by City Council in October 2024, will increase pumping capacity to 1.1 million gallons per day and add a new 8-inch force main connecting the Katy-Fulshear Lift Station to the Cross Creek Ranch Regional Lift Station. The city issued a bid for the force main replacement April 29, with bids due June 2. Bid results were not included in the meeting packet.
Closed session on FM 1093 properties
The board will enter executive session to discuss the potential purchase, exchange, lease or value of two EDC-owned properties at 30603 FM 1093 and 30619 FM 1093. The closed-door discussion is authorized under the Texas Open Meetings Act. The board discussed the same properties in executive session at its Aug. 10 meeting and took no action.
Other agenda items include a discussion on entrepreneurship resource programming for fiscal year 2027 and a request to City Council for alternate board director appointment dates.
CDC President Kaye Kahlich leads the five-member board, which includes Vice President Carlos Wallace, Treasurer Nichelle Nobile, Secretary Bonnie Tyler Buell and Director Debra Drescher. Council Member Omar Peña serves as the City Council liaison.
The meeting is open to the public. The agenda was posted Sept. 8 by EDC Director Annel Guadalupe.
