Houston Methodist wants to put its name on the amphitheater at Primrose Park, and Fulshear's Parks and Recreation Commission will take up the proposal Friday, Sept. 11.
The hospital system submitted a sponsorship application Aug. 24 offering $20,000 over four years to rename the Primrose Park Amphitheater the "Houston Methodist Amphitheater," according to the meeting's agenda packet. Half the payment, $10,000, would come in 2026 upon approval. The remaining $10,000 would follow in 2027 once Phase 3 of Primrose Park opens to the public.
The commission meets at 9 a.m. at the Fulshear Municipal Complex, 6611 W. Cross Creek Bend Lane. The meeting is open to the public.
A first test of the naming-rights process
The proposal is the first naming-rights request to move through a review process Fulshear City Council established Jan. 6. Under that framework, the Parks and Recreation Commission reviews naming-rights proposals before forwarding them to City Council for final approval, according to council minutes.
The agenda header lists the item for "consideration and possible action," though the staff memo describes it only as a discussion. Whether the commission will vote on a formal recommendation or only deliberate is unclear from the posted documents.
Houston Methodist West Hospital, located on Katy Freeway, is the applicant. Under the city's sponsorship policy, Fulshear retains sole authority to accept or reject any offer and must receive fair market value.
Bond-funded park, taxpayer stakes
The amphitheater sits inside Primrose Park at 7622 Dixon Road. The park's Phase 3 expansion was one of two projects funded by a parks bond Fulshear voters approved in May 2025. Primrose Park is the city's top capital priority for 2026-27, Community Impact reported.
That parks bond is also driving most of a proposed property tax increase. City Manager Zach Goodlander said in an August interview with ABC13 that "for a $400,000 home, the proposed tax rate of $0.193 would be approximately $100 more than they paid last year, but $65 to $70 of that is the parks bond."
Masterplan and mural also on the agenda
Commissioners will also hear a full Parks & Pathways Masterplan presentation from Burditt Consultants LLC. Previous renderings shown at the July and August meetings included plans for Primrose Park Phase 4, a 4.5-acre expansion with four basketball courts, a softball field, a T-ball field and 74 parking spots. A proposed regional park would feature eight softball fields, four flex fields for soccer, lacrosse and football, trails and a velotrack.
The commission will also vote on a mural for the Primrose Park concessions building. Three finalists were selected from 10 submissions: Ana Maria Ortiz's "Harmonious Game," Eyeful Art Murals & Designs' "Where the Prairie meets the Brazos," and a design by Michelle Designs X LC. Submissions were judged by three city staff members and the founder of the Fulshear Arts Alliance.
The panel will also appoint a new vice chairperson after City Council replaced commissioner Dax Riley with Dan Graham on Aug. 18. Commission Chair Ramona Ridge will preside, and Council Liaison Richard Russell is scheduled to provide a council update. The full agenda packet is posted on the city's website.
