Nearly $59 million in construction bids for Grand Parkway frontage roads through the Cinco Ranch area are moving toward contract awards, according to a My Neighborhood News report on Fort Bend County's Aug. 18 mobility update.
James Construction Group submitted apparent low bids on both packages. The first, covering frontage road improvements between Fry Road and Westheimer Parkway, came in at approximately $32.7 million, below the engineer's estimate. The second, for northbound frontage road work between Westheimer Parkway, Cinco Ranch Boulevard and Bay Hill Boulevard, totaled approximately $26 million.
The projects are part of a broader Grand Parkway (SH 99) program that also includes southbound frontage road segments and widening of main-lane structures over Bay Hill Boulevard and Cinco Ranch Boulevard. Fort Bend County Precinct 1 Commissioner Vincent Morales Jr. oversees the program.
The county secured $58.6 million in Houston-Galveston Area Council (H-GAC) funding for the frontage road work in January 2025. When that funding was announced, Morales called the H-GAC allocation "a significant step forward for our community," according to the Katy EDC.
A 2024 Texas A&M Transportation Institute study found the Grand Parkway between South Fry Road and Morton Ranch Road generated 1.48 million hours of annual delay, costing drivers $37.55 million a year in lost time and fuel, according to a Katy EDC report on area congestion.
Utility relocations by CenterPoint, Comcast, Consolidated Communications and others are progressing ahead of construction along the corridor.
Greenbusch Road pushed to February 2027
The $8.4 million Greenbusch Road rebuild between Gaston Road and Westheimer Parkway has hit a snag. A CenterPoint gas line and water service connections conflict with storm sewer work, according to the county update.
Gas-line relocation was expected to finish in early September, after which the roadway contractor can return to the site. The project, which began in January 2025, now carries a completion target of February 2027.
The rebuild replaces a two-lane asphalt road and deep ditches with a two-lane concrete road, a storm sewer system and a new bridge. A traffic signal at Spring Green Boulevard and Pine Mill Ranch Drive, included in the contract, is already operational.
Two new Fulshear signals on FM 359
County project reports recommend awarding a $667,330 contract to Traf-Tex for two new traffic signals on FM 359 in Fulshear: one at Candela Heights Drive and one at Fulshear Gaston Road. The bid came in about 4% below the engineer's estimate. Coordination with TxDOT and CenterPoint is ongoing.
Pool Hill Road design accelerated for new school
Design work on Pool Hill Road Segment 3 is being fast-tracked because of a planned Lamar Consolidated ISD campus expected to open in August 2029. The county said the segment needs to be the first of three to bid. Right-of-way documentation was expected in early September, with 70% design plans targeted for late October.
Other project updates
The Huggins Drive improvement between FM 359 and Katy Fulshear Road in Fulshear is open and substantially complete. The roughly $6.6 million project added a three-lane concrete roadway along with water and sewer lines. A second phase adding turn lanes at FM 359 has been submitted to TxDOT for permitting.
Fort Bend County Commissioners Court meets the second and fourth Thursdays of each month in Richmond. No specific agenda date for these contract awards has been announced.
