Fulshear-area drivers waiting on road relief have a clearer picture of what's coming and what's been pushed back, according to Fort Bend County Precinct 1's July 21 mobility update.
The biggest near-term development: utility relocations by CenterPoint Energy, MCI/Verizon and Astound (formerly Comcast) along the Grand Parkway corridor between Bay Hill Boulevard and Cinco Ranch Boulevard are projected to wrap up by mid-August, clearing the path for the next wave of frontage-road construction. The southbound frontage road from Bay Hill to Cinco Ranch went out for bids July 1, with the low bid landing within 3% of the engineering estimate. Plans for additional August bid packages, including northbound and southbound segments between Cinco Ranch, Bay Hill, Westheimer Parkway and Fry Road plus main-lane widening over Bay Hill and Cinco Ranch boulevards, went online for contractors July 13.
Those projects draw from the $58.6 million in H-GAC funding that Precinct 1 Commissioner Vincent Morales announced in January 2025.
"There's a lot of traffic out there today, and it's only going to get worse as more and more homes are built out to the west of Fulshear," Fort Bend County Toll Road Authority executive director David Gornet said in September 2025, when Community Impact reported on worsening congestion in the corridor.
Greenbusch delayed, Huggins open
Not every project is on schedule. The $8.4 million Greenbusch Road reconstruction from Gaston Road to Westheimer Parkway, which broke ground in January 2025, has been pushed to a February 2027 completion. The county's report cites conflicts with a CenterPoint gas line and water-service connections as the cause. The original target was June 2026. A new traffic signal at the Spring Green/Pine Mill Ranch intersection, part of the Greenbusch project, is already operational.
The $6.6 million Huggins Drive extension between FM 359 and Katy Fulshear Road is substantially complete and open to traffic. The three-lane concrete roadway replaced older pavement and added waterline and sanitary-sewer work. Additional turn lanes at FM 359 still need to be built; Phase 2 design has been submitted to TxDOT for permitting.
New signal coming, despite opposition
A traffic signal at Cinco Ranch Boulevard and Falcon Landing Boulevard, awarded for construction in February 2026, is on track for completion by November 2026, according to the county report. Construction hasn't received its notice to proceed because of long lead times for signal components.
The county noted some residents requested the signal not be built. Precinct 1 determined it will move forward because the intersection meets traffic-signal warrants. A separate signal planned for Cinco Ranch Boulevard at Cinco Terrace Drive will not be constructed at this time.
What's still in the pipeline
Several projects remain in earlier stages:
- Wallis Street (FM 1093 to FM 359): 32 of 36 right-of-way parcels closed, four in eminent-domain proceedings. City contributions under discussion total about $1.985 million. The TxDOT permit is on hold pending wet-utility revisions.
- Bowser Road (Winding Stream Drive to Pool Hill Road): 35 of 39 parcels closed, revised 95% plans due Aug. 7.
- Pool Hill Road Segment 3: Must be fully built before a future Lamar CISD campus opens in August 2029. Segment 1 is expected to reach 70% design within several months.
Fort Bend County Commissioners Court meets the second and fourth Thursday of each month at 1 p.m. at the 1909 Courthouse in Richmond. The next scheduled meeting is Thursday, Aug. 13.
