Katy City Council will consider a FEMA-required flood ordinance, a 72-lot subdivision plat and a $219,647 wastewater repair on Monday, Sept. 14. The meeting begins at 6:30 p.m. at City Hall, 901 Avenue C.
The agenda, posted Sept. 8 by City Secretary Becky L. McGrew, stacks several action items alongside the previously scheduled budget public hearing.
Flood ordinance update
Council will vote on an ordinance amending Article 3.04, "Flood Damage Prevention," in the city code to incorporate provisions required by the Federal Emergency Management Agency (FEMA). The city's Building and Standards Commission recommended approval on Aug. 12.
The agenda does not detail which FEMA provisions are being added or what changes residents and builders would see. The update comes weeks after Mayor Dusty Thiele attended a Sept. 1 regional flood-resiliency signing ceremony at the Brookshire-Katy Drainage District headquarters.
"The neighborhood that I lived in for 26 years flooded both at the Tax Day Flood and Harvey … And I always say, my old neighbors, anytime it starts raining one inch, or two inches, they have PTSD from that time …" Thiele said at that Sept. 1 event, reported by Covering Katy.
Katy Boardwalk Reserve plat
On the consent agenda, council is set to approve the final plat for Katy Boardwalk Reserve Section 1, a 9.452-acre, 72-lot subdivision in the Katy Boardwalk development behind Katy Mills. The City Planning and Zoning Commission recommended approval on Aug. 11.
The broader Katy Boardwalk project, a public-private partnership centered on a 90-acre lake south of Interstate 10, began its first single-family construction in early July. Covering Katy reported that Pelican Builders, Partners In Building, Highland Homes and Autograph Homes plan 180 to 186 detached homes along Kingsland Boulevard, with first residents expected in early 2027.
Wastewater blower replacement
A resolution would award a $79,710 bid to Lonestar Turbo of Houston for a replacement blower at Wastewater Treatment Plant Unit 4. The total project cost is $219,647, covering the blower purchase, an emergency rental already in place through Neil Technical Services, installation and engineering.
Funding comes from two sources: $66,304 from the current fiscal year's Enterprise Fund Reserves and $153,343 budgeted in the upcoming FY 2026-2027. A companion budget amendment, listed separately on the agenda, would authorize the reserve draw.
Pipeline easement and other items
Council will also consider authorizing Mayor Thiele to sign a right-of-way and easement agreement with Trident Intrastate Pipeline LLC near the city gun range at 3925 FM 2855. No terms were disclosed.
A separate resolution would accept a Special Warranty Deed from Parkside Katy Court II LLC for Lift Station No. 2 in Katy Court.
The meeting also includes a Constitution Week proclamation for Sept. 17-23, presented by the Star of Destiny Chapter of the National Society of the Daughters of the American Revolution, and a Keep Katy Beautiful presentation of a President's Circle Recognition Award from Keep America Beautiful.
Budget hearing and what's next
The Sept. 14 session includes a public hearing on the proposed FY 2026-2027 budget. Council is scheduled to adopt the budget and hold a tax-rate hearing on Sept. 28 at 6:30 p.m. The proposed rate of $0.420 per $100 valuation is down from the current $0.425, which would lower the estimated median homestead bill from $1,559.34 to $1,552.64.
