A 95,000-square-foot Lowe's Home Improvement store will open Sept. 4 at Texas Heritage Marketplace near I-10 and Texas Heritage Parkway in Waller County, giving residents in Cross Creek Ranch, Cane Island, Firethorne and Jordan Ranch a home improvement option closer than Katy's established retail corridors to the east.

The Katy Area Chamber of Commerce will host a ribbon cutting at 9 a.m. that Friday at 980 Heritage Oak Lane.

The West Katy store is one of the first in the country to debut Lowe's redesigned tool department, which swaps traditional long aisles for wider walkways, lower fixtures and products grouped by project type rather than category. An expanded kitchen showroom with interactive room displays and centralized consultation desks rounds out the new concepts. The store also includes 30,000 square feet of outdoor garden space.

Store manager Mike Spall said the location is hiring more than 100 full- and part-time positions.

Spall said the company is excited to support the fast-growing community, telling My Neighborhood News that Lowe's wants to be "a resource for our neighbors for generations to come."

Anchoring a $400 million development

Lowe's joins Target, EoS Fitness and a yet-unnamed wholesale club as anchors of Texas Heritage Marketplace, a 165-acre, $400 million mixed-use project developed by NewQuest Properties. At full build-out the center will hold 750,000 square feet of retail and restaurants, 300,000 square feet of medical office space, 550 apartments and self-storage units, according to the Katy Economic Development Council.

That growth is accelerating.

NewQuest spent nearly a decade assembling the project, waiting as development pushed westward. The completed Texas Heritage Parkway now provides a 6.5-mile link between I-10 and the Fulshear area along FM 1093, connecting a trade area of nearly 147,000 people whose population has grown 56% since 2020.

Sales tax windfall for Katy

Although the development sits outside Katy's city limits, it falls within the city's extraterritorial jurisdiction. City officials expect roughly $3 million in annual sales tax revenue from the property, according to the Katy EDC.

Katy City Administrator Byron Hebert called the project a potential "monster sales tax driver" at the March 2025 groundbreaking, noting that all the subdivisions to the south will feed shoppers into Texas Heritage Marketplace. City planner Rachel Lazo said at the March 2025 groundbreaking that the sales tax base helps finance infrastructure maintenance without relying heavily on property taxes.

Waller County commissioners approved a memorandum of understanding with Katy related to the development by a 4-0 vote on May 15, 2024.

What's next

A $320 million I-10 expansion near the site is set to begin in late 2026, widening the highway to 10 lanes. Additional retailers and restaurants at Texas Heritage Marketplace are expected to open in stages after the Lowe's debut.
