Harris County Precinct 4 Commissioner Lesley Briones told Katy-area residents that the Porter Road widening project should be finished by April 2027, one of several road and drainage timelines she outlined at the Rotary Club of Katy's Aug. 13 meeting.
The project will expand Porter Road from two to four lanes between Morton Road and Clay Road and add storm sewers. Construction is underway.
Briones also addressed Clay Road, acknowledging that the corridor dominates local commuters' frustrations and that significant work remains. The Clay Road widening, which would expand the road from two to four lanes and add sidewalks and underground storm sewers, is in the design phase. Design is expected to be complete by July 2027. Construction costs, however, remain unfunded.
Briones told the Rotary Club gathering at the Club at Falcon Point that the county is aggressively pursuing outside money: "We are applying for grants like there is no tomorrow."
A temporary traffic signal at Clay Road and Katy Hockley Road went live Aug. 13, the first day of the Katy ISD school year. Precinct 4 had pledged to have it operational by that date. The intersection serves Faldyn Elementary, Haskett Junior High and Cross Elementary. As we reported Aug. 13, Precinct 4 said permanent improvements at that intersection are part of the broader Clay Road design work.
$11 million drainage project
Six Katy-area subdivisions will see drainage upgrades under an $11 million culvert replacement and capacity project expected to finish in fall 2026. The neighborhoods are Sheffield, Northglen, Windsong, Silver Mill, Westfield and Westlake.
Precinct 4 also plans to expand its partnership with the Brookshire-Katy Drainage District to include drainage work during the widening of Pitts and Clay roads and to develop a master drainage plan for Cane Island.
New 24-hour Katy Service Center
Briones announced that Precinct 4 will open a new Katy Service Center later in 2026, designed for 24-hour shifts. The facility will support high-water rescues, storm debris removal, road treatment during icy conditions with 40 vehicles, and ice distribution during heat events using two refrigerated trucks. A location has not been announced.
Clay and Pitts roads intersection
Separately, the intersection of Clay Road and Pitts Road will be expanded from two to four lanes with a traffic signal and underground storm sewers. That project is led by Waller County in partnership with Harris County, with construction slated for early 2028.
Harris County is also working with Waller County to improve the area's flood warning system. Briones said an additional joint project involving a regulatory change will be announced soon by Waller County officials.
The Rotary Club presentation was a briefing, not a public hearing. No public comment period or next meeting date was announced for the projects discussed.
