Target and Sam's Club are under construction at Texas Heritage Marketplace, joining Lowe's as the first major retailers to rise at the $400 million development on Katy's western edge.

Covering Katy reported Tuesday that both stores are "taking shape" at the 165-acre site at Interstate 10 and Texas Heritage Parkway in Waller County. Target's footprint will span nearly 149,000 square feet, while Sam's Club, which will include a fuel station, is planned at roughly 168,000 square feet, according to earlier Covering Katy reporting on the project's tenant lineup.

No opening dates have been set for either store.

The first retailer to open will be Lowe's, with a ribbon-cutting hosted by the Katy Area Chamber of Commerce set for Friday, Sept. 4, at 981 Heritage Oak Lane, as we reported Aug. 12.

The Katy City Council took a key infrastructure step on Aug. 10, accepting water, sanitary sewer, drainage and street improvements along Heritage Oak Lane, along with a sanitary sewer lift station serving the development.

Confirmed tenants

Developer NewQuest Properties has signed leases for what it calls the "lion's share" of the 800,000-square-foot project. Beyond the three big-box anchors, confirmed tenants include Academy Sports + Outdoors, Burlington, EoS Fitness, Spec's Wine Spirits & Finer Foods, Ulta Beauty, Olive Garden, Texas Roadhouse, Whataburger, Chase Bank and a Houston Methodist emergency room.

"After all these years of work, we couldn't be happier to kick off Texas Heritage Marketplace with a great anchor like Target," NewQuest president and chief development officer Austin Alvis said in an Aug. 12 My Neighborhood News report. "We are presently working with a variety of leading retailers and restaurateurs to procure the best possible mix for the project."

The development sits within reach of Cross Creek Ranch, Cane Island, Jordan Ranch, Sunterra, Tamarron and other master-planned communities west of Katy's established retail corridors. Sunterra and Tamarron ranked as the first and third fastest-growing subdivisions in the greater Houston area between 2024 and 2025, according to housing data firm Zonda.

City officials have estimated the completed marketplace could generate approximately $3 million annually in sales tax revenue.

What's next

NewQuest is targeting early 2027 for the Heritage Grove anchor spaces housing Academy Sports, Burlington, Spec's and Ulta Beauty, alongside a five-acre public gathering area anchored by a centuries-old live oak tree relocated during construction of Texas Heritage Parkway. Future phases call for up to 550 apartment units, with construction likely starting in 2027. Full buildout is expected by 2029.
